Brinkmanship

The extraction of Hamas is made difficult and delicate by our avoidance of civilian casualties. The closer we get to success, the more that Iran's other puppet forces threaten us with sabre rattling.

A long time ago this was called "Brinkmanship".
A very dangerous game of chicken that countries sometimes play.
