More broadly, the justices suggested they will decide whether a related 2002 law infringes on the president's power to recognize foreign sovereigns. More narrowly, the case is about Menachem Zivotofsky, who was born in the holy city. His parents want "Israel" rather than "Jerusalem" to be his formal birthplace, and so did Congress when it passed the law directing the State Department to record Jerusalem births as having taken place in Israel. Presidents George W.
