In Israel's election system, we get a new government when a majority of the newly-elected Knesset Members vote for it. So a would-be Prime Minister has to put together a list of ministers for which a majority of the Knesset will vote.

Back in '81 we watched Likud leader Menachem Begin trying to solve the puzzle. Right now we're watching Likud leader Bibi Netanyahu doing the same.
